Overview

Fox Run Redevelopment transformed a former 14-acre site, previously home to a dry cleaner, into a vibrant mixed-use development. While at VJS Development Group, Bailey Copeland guided the project from acquisition through completion, creating a thriving community hub with residential, commercial, and healthcare components.

Scope of Work

Conducted site acquisition and research, evaluating feasibility and redevelopment potential.

Managed joint venture partnerships and coordinated real estate brokerage services.

Oversaw project financing, including securing and structuring TIF (Tax Incremental Financing).

Directed due diligence, entitlements, and government approvals.

Assembled and led the project team, ensuring alignment of project goals, timelines, and budgets.

Collaborated with environmental consultants to assess and remediate contamination from prior dry cleaner operations.

Addressed challenges due to the existing basement foundation, which limited testing until demolition.

Assisted in budgeting remediation costs and developing a remedial action plan with limited site data.

Worked closely with the local municipality and TIF officials to support the cleanup process.

Guided the redevelopment of the former shopping center into:
A micro-hospital
Financial institution
Retail spaces
72 market-rate multifamily units

Impact

The Fox Run Redevelopment revitalized a previously underutilized and environmentally challenging site, contributing to the economic growth and vibrancy of Waukesha. Bailey’s expertise in property acquisition, project management, financing, entitlements, and environmental coordination ensured a successful, multi-use development that provided long-term value to the community.
