Overview
CopeLand Companies was engaged by the Village of Germantown to advance the vision for a “Village Center,” a key initiative identified in the Village’s 2050 Comprehensive Plan. The firm was selected as both consultant and broker, tasked with assembling properties, guiding municipal leaders through complex development processes, and positioning the project for long-term community and economic success.
Scope of Work
Bailey Copeland and her team led a comprehensive effort that included:
Identifying and defining the optimal land area for mixed-use development.
Conducting brokerage assemblage, engaging directly with off-market property owners to build relationships, establish trust, and guide them through the process of potential sale or participation.
Conducting property due diligence, including site analysis, market assessment, and evaluation of development constraints.
Developing a draft and strategy for a new mixed-use zoning ordinance in collaboration with the project team, providing a framework for uses not currently allowed under the Village’s existing zoning regulations.
Leading the RFP and interview process to identify and assemble a qualified team of development, design, and financing professionals.
Facilitating community outreach and engagement to ensure transparency, education, and collaboration with local residents and business owners.
Coordinating an expert panel discussion and public information sessions to foster dialogue and support for the project.
Working closely with Village staff, commissioners, and board members on strategy, education, and decision-making throughout all project stages.
Seeking grant and funding opportunities and assisting in drafting and submitting grant applications to support pre-development and infrastructure needs.
Engaging in discussions related to Tax Increment Financing (TIF), including education on its structure, evaluation of financial impacts, and identification of potential TIF boundaries and eligibility to enhance project feasibility.
